Environment Secretary Roy A. Cimatu inspects the Estero de San Antonio de Abad in Malate, Manila which drains to Manila Bay. The inspection of the estero is part of the forthcoming rehabilitation of Manila Bay which has been approved by President Duterte. Manila Bay has a fecal coliform level of 330 million most probable number (mpn) per 100ml against the standard 100mpn/100ml. Cimatu said identifying the sources of untreated wastewater that leads to Manila Bay is vital to restore it to Class SB level which means it is fit for swimming and other forms of contact recreation.

Cimatu issued the instruction during his recent ocular inspection of establishments in Malate, Manila, on learning that the zoo facility has no STP.  Garcia assured the DENR chief that Manila Mayor Joseph Estrada will support the construction of an STP. Cimatu vowed that the agency would be more aggressive in enforcing environmental laws especially those on clean air, clean water, and solid waste management. He has pinpointed the improvement of water quality in Manila Bay as his top priority, eyeing changes in approach particularly in holding accountable those responsible for discharging untreated wastewater into the bay. ###

The estero has been identified as one of the tributaries of the bay within Metro Manila with the highest concentration of coliform. The DENR has vowed to reduce the coliform level in the bay to make it fit once more for swimming, as mandated by the Supreme Court in 2008. ###
