IMPROVING ECOTOURISM IN PALAUI ISLAND. The governing board of the Palaui Island Protected Landscape and Seascape (PIPLS) continues its efforts in the improvement of ecotourism in the protected area for economic and ecological development.

In a protected area management board (PAMB) meeting chaired by DENR Regional Executive Director Gwendolyn Bambalan, several ecotourism development plans were discussed prioritizing the provision of livelihood among the locals in PIPLS.

"We need to prepare for the influx of tourists in the coming peak seasons," encouraged Director Bambalan as she emphasized that all ecotourism facilities to be established should be completed this year.

The regional environment chief emphasized that the development of ecotourism facilities should strictly adhere to the laws and regulations within Palaui Island.

"Businesses or establishments
within the PA's strict protection zone must be relocated," she added.

Among the agreements made during the meeting include the crafting of a resolution to prioritize training of homestay operators in basic innkeeping and other accommodation guidelines. The training is
one of the requirements of the Department of Tourism for homestay owners before they can start accommodating overnight guests.

The reconstruction of the Baratubot bridge was also presented to the board. The concreting of the said bridge will give access to tourists going to Baratubot falls and other ecotourism areas in the island.

β€œWe must undergo careful and strategic planning in the construction of the bridge for it will not only benefit tourists but mostly the school children and the community,” ordered the PAMB chief.

The board also discussed the collection of entrance fee, fees for the newly-installed ecotourism facilities, and the establishment of a docking area for boats in the island's Cape EngaΓ±o.#

SUPPORT TO PEACEFUL ENVIRONMENT AND COMMUNITY. The Department of Environment and Natural Resources (DENR) Region 2 was recently recognized for its assistance and support to the Cagayan Valley Cops' mandate to provide public safety and security services.
 
Police Brigadier General Steve Ludan, Regional Director of Police Regional Office 2, Philippine National Police (PNP), awarded the plaque of recognition to Enforcement Division Chief Joel Daquioag who represented DENR Regional Executive Director Gwendolyn Bambalan during the Culminating Ceremony of the 27th Police Community Relations (PCR) Month Celebration held at PRO 2 Grandstand, Tuguegarao City.
 
The PCR Month celebration aims to strengthen community participation in crime prevention; and forge partnership in peacekeeping and public safety programs.
 
This was highligted with recognition of police officers and stations; and the PNP stakeholders in the field of PCR.
 
Other Regional Line Agencies, Non-Government Organizations, and private individuals were also recognized during the event.#

Regional Executive Director Gwendolyn Bambalan of the Department of Environment and Natural Resources (DENR) Region 2 has recently lectured principles on performance management and Complete Staff Work to all Assistant Division Chiefs and Section Chiefs in the Regional Office.

β€œAs part of your continuing competency development, let me remind you of the need to harness your leadership management in order to achieve excellent teamwork in your respective offices,” said Director Bambalan as she discussed the principles of top, middle and line managers in an organization.

During the brown bag discussion, RED Bambalan encouraged the supervisors to become responsible and accountable officials.

β€œExert efforts as you take ownership of the things to be done and make sure to do necessary actions in accord of your roles and responsibilities,” added RED Bambalan.

The regional environment chief also explained the preparation of complete staff work in support of fast, timely and well-informed actions in the office operations.#

Frontline personnel of the Department of Environment and Natural Resources (DENR) Region 2 were oriented today on proper handling of clients with disabilities and other vulnerable sectors of society through a hybrid orientation held at the Narra Hall, DENR Regional Office, Carig Sur, Tuguegarao City.

Security guards, officers of the day, and other frontline employees learned the different laws related to disability, proper ways to assist persons with disability (PWD), pregnant, and senior citizens, and requirements for accessibility that must be present in office premises.

β€œWe aim to provide excellent and efficient service to our clients, especially to the vulnerable ones which are our priority, and ensure that these clients received proper handling in accord to what the law requires,” said Assistant Regional Director for Management Services Ismael Manaligod.

Resource Speaker Amalia Decena, Regional PWD Sectoral Council Representative of the National Anti-Poverty Commission discussed the principles and legal bases of empowering PWDs and demonstrated to participants proper way of handling them.

β€œYou need to know our rights to also know how to facilitate the delivery of service to clients like us,” said Decena who herself is a PWD for being visually impaired.

Decena shared the principles of Republic Act No. 7277 or the Magna Carta for PWDs to include provision of equal rights, access to services, and benefits and privileges.

Decena also emphasized on giving respect to PWDs seeing not their disability but their ability to contribute development for themselves, at workplaces and in society they live in.

β€œAs frontliners, you should know how to properly assist vulnerable clients by exercising sensitivity,” added Decena.

Sensitivity includes using acceptable alternative words in addressing the vulnerable sector to avoid disrespect or discrimination as explained by Decena.

In support of the thrusts of NAPC in helping PWDs, the region turned over two wheelchairs to Decena during the closing program.#

ENR GRADUATES CLASS 106 DALISAY. Another batch of employees of the Department of Environment and Natural Resources (DENR) Region 2 was trained on ENR Frontline Course (batch 6) on July 25-30, this year at the DENR Ecological Park and Training Center, Aritao, Nueva Vizcaya.

In the graduation ceremony, DENR Regional Executive Director Gwendolyn Bambalan conferred the 32 newly-graduates for completing the comprehensive 48-hour learning event which aims to enhance the competencies of employees on basic ENR laws and regulations.

β€œCongratulations graduates for giving your best efforts to complete the course. I hope you can apply all the learnings you got upon return to your respective offices. Always uphold the values of integrity and good behavior as these will carry you to succeed in your chosen career," the regional environment chief emphasized.

RED Bambalan expressed optimism that attending the course will help motivate and transform the learners into better public servants exemplifying utmost commitment and excellence in the discharge of their duties and responsibilities.

She also encouraged the graduates to adhere in technical and management policies and procedures and sustain the initiatives implemented in the region under her leadership which are in accordance with priority thrusts of the Department.

The four-moduled learning event will lead the graduates to appreciate and promote DENR programs and services by heart; participate in taking actions for the environment by learning the different Department's priority programs; and excel in both client satisfaction and service excellence through adopting measures of the organization's quality management system.

The pool of resource persons from DENR spearheaded by RED Bambalan, exhibited active discussions in administrative and technical matters. Participants were impressed of the knowledge and skills they gained from the training as felt in their testimonies.

The graduates are expected to conduct their own action plans in their respective offices as a result of their learning takeaways.

The Administrative Division which is behind the successful conduct of ENR Training Courses that started in CY 2019, is ensuring for the continued learning and development program for all employees in the region in support of the government's Program to Institutionalize Meritocracy and Excellence in Human Resource Management. Managing and taking care of the human resources was the first directive of RED Bambalan upon her assumption in Region 2 in June 2020.

She ordered for annual provision of at least one learning event having no employee will be left behind in terms of enhancing individual's functional, organizational, core, and leadership competencies.

To date, a total of 347 personnel have already undergone the ENR Frontline and Basic Courses.

This is in supervision of the active members of the Regional Mobile Training Team composed of Assistant Regional Executive Director for Management Services Ismael Manaligod, Enforcement Division Chief Joel Daquioag and Nueva Vizcaya PENR Officer Giovannie Magat.#
