UNITED FOR THE ENVIRONMENT. Department of Environment and Natural Resources (DENR) Cagayan Valley Regional Executive Director Gwendolyn Bambalan recently graced the celebration of the United Nations (UN) Day with the theme “Our Planet, Our Future: Acting in Unity Today for a Better Tomorrow”, held at the Robinsons Place, Tuguegarao City.
 
Dubbed “fUN Day for KidZ”, the celebration was organized by Zonta Club of Tuguegarao, an organization advocating for women’s rights. The event featured the students in Tuguegarao City and Lal-lo, Cagayan dressed in costumes representing the different UN countries.
 
“Our mission at the Department is to mobilize the citizenry in protecting, conserving, and managing the country’s environment and natural resources. And that citizenry includes our children,” said Director Bambalan as she commended the Zonta Club for influencing the children to advocate for the environment at a young age.
 
She thanked the said women's organization for its continued support to the projects and programs of the Department towards environmental rehabilitation.
 
“2022 is the International year of Sustainable Mountain Development as designated by the United Nations General Assembly giving focus on the role that women play in environmental protection and social and economic development in mountain areas,” she informed.
 
The lady director encouraged the Zonta Club members to help the agency in its greening efforts by adopting tree plantation sites as part of their environmental activities.
 
Maria Olivia Pascual, president of the civic organization, expressed her gratitude to the DENR for contributing to their environmental care activities especially in their advocacy to “build a better world for women and girls”.
 
Also present in the celebration was Tuguegarao City Mayor Maila Rosario Ting-Que who committed to continue working for a safe and balanced environment for the welfare of everyone especially the children.#

EXCELLENCE IN COMMUNICATING ENVIRONMENTAL ADVOCACIES.  To implement more effective communication strategies, information officers (IOs) of regional and field offices of the Department of Environment and Natural Resources (DENR) Region 2 attended a two-day hands-on training on graphic design and film editing held at the Ecological Park and Training Center, Aritao, Nueva Vizcaya.
 
The information officers were equipped with skills on designing social media printed materials and editing audio-visual presentations both for promotion of the agency’s programs and projects.
 
“You are the communications arm of the DENR and these skills are actually included in the functional competencies for information officers,” said Supervising Administrative Officer Corazon Corpuz who represented DENR Regional Executive Director Gwendolyn Bambalan.
 
She added the functional competencies emphasize the knowledge and skills required in producing information, education and communication (IEC) materials to support environmental development and to enhance public awareness and understanding of DENR policies, rules and regulations.
 
Carolyn Tumamao, OIC Head of the Regional Strategic Communication and Initiatives Group encouraged the participants to keep on learning and enhancing their crafts for them to deliver a more excellent service to the agency.
 
During the learning event, Creative Arts Specialist Andrea Ana Sarian and Cinematographer Kerby Pajarillo of DENR Strategic Communication and Initiatives Service taught the participants on important concepts and principles of visual communication media.
 
They trained the learners with the technical know-how of editing using software Adobe Photoshop and Premiere Pro.
The IOs were tasked to design and produce promotional materials to be posted on social media platform.
 
The learning event was graced by Management Services Division Chief Melody Manzo and Monitoring and Evaluation Section Chief Godfrey Lopez, both officials of DENR Nueva Vizcaya.
 
As part of their commitment to the environment, the participants also conducted a tree planting activity at the arboretum of the Community ENR Office in Aritao.#

SCIENCE-BASED FOREST PROTECTION.

 
SCIENCE-BASED FOREST PROTECTION. Thirty Bantay Gubat or forest protection officers (FPOs) hired by the provincial local government unit (PLGU) of Quirino were trained in a scientific approach of forest patrolling through the Landscape and Wildlife Indicator (LAWIN) Forest and Biodiversity Protection System in Cabarroguis town.
 
Conducted by the provincial and environment and natural resources (PENR) office in partnership with the PLGU, the two-day training featured the LAWIN System, a mobile application used for science-based assessment and monitoring of forest and wildlife resources.
 
“Through this technology, patrolling and monitoring of forest activities will easily be conducted since it utilizes software for data collection, analysis, mapping, and report generation,” said PENR Officer Mariam Frances Malana comparing it with the traditional and manual process of data input.
 
She added illegal activities within forest areas will be easily traced using the LAWIN System because it will enable the patrollers to alert the DENR officers of the current activities in the forest area.
 
“The training is a great help to the province in its efforts of implementing various forest protection programs,” expressed Enrile Eniego, representative of Provincial Natural Resources and Environment Officer Estrella Pasion.
 
During the training, the FPOs were also deputized as wildlife enforcement officers to help the Department in its wildlife conservation activities.
 
The PENR Officer extended her gratitude to the provincial government headed by Governor Dakila Carlo Cua for their strong partnership and support to protect the forestlands in the province.#

IMPROVING HUMAN RESOURCE COMPETENCIES

 
IMPROVING HUMAN RESOURCE COMPETENCIES. To improve the human resource performance through the implementation of a competency-based system, the Department of Environment and Natural Resources (DENR) Region 2 holds today an online rollout activity on the preparation of the Individual Development Plan (IDP).
 
In attendance to the learning event were section chiefs of regional office; and management services division chiefs, human resource management officers, and administrative focal persons of field offices.
 
The event aims to identify and address gaps between the required and actual level of competencies of the employees.
Earlier, DENR Regional Executive Director Gwendolyn Bambalan ordered a policy for employees to have at least one learning event attended in a year.
 
In her message, DENR Administrative Division Chief Patricia Liban who represented Assistant Regional Director Ismael Manaligod, emphasized the importance of evaluating the employees’ competencies.
 
She said the IDP as a tool is very useful not only in developing employees but also in improving the office performance.
Through the IDP, employees will be capacitated with various form of learnings and developmental activities.
 
The IDP will be used as basis for career and succession planning, training needs assessment, and employee evaluation.
During the workshop, the participants were guided on the process of preparing their IDP for 2023-2025.
 
The learning event was facilitated by the Administrative Division with Administrative Officer II Jessica Mae Calagui as the subject matter expert.#

ENLISTING KIDS FOR THE ENVIRONMENT

 
ENLISTING KIDS FOR THE ENVIRONMENT. Grades 3 to 6 pupils of San Vicente Elementary School in Ivana, Batanes engaged in an environmental lecture conducted today, Oct. 6, by the Provincial Environment and Natural Resources Office (PENRO) in Batanes.
 
The kids joined by their teachers were oriented on the Department’s mandate, mission, vision, and different environment and natural resources programs through group discussion and activity, and environmental games.
 
Ms. Veronica Fidel, OIC, School Principal thanked PENRO Batanes for organizing the activity and teaching the kids the importance of environmental preservation.
 
Information, education, and communication materials were distributed to the school advisers and prizes were given to the participants. #
