RAISING THE BAR IN THE DELIVERY OF PUBLIC SERVICE. To strengthen land management and disposition program, 73 land management personnel under the regulating and permitting divisions and sections of the Department of Environment and Natural Resources (DENR) Region 2 are attending the three-day Reorientation of Environment and Natural Resources (ENR) Laws on Issuance of Licenses, Patents and Deeds at the DENR Regional Office, Tuguegarao City.
 
The training is in adherence with the directive of Regional Executive Director Gwendolyn Bambalan of DENR Cagayan Valley to enhance the employees' competencies towards attaining an excellent individual and office performances.
 
In his message, Assistant Regional Executive Director (ARED) for Management Services, Atty. Ismael Manaligod emphasized the importance of being conscious on one-time only contact with customers policy under RA 11032 known as the "Ease of Doing Business and Efficient Government Service Delivery Act of 2018."
 
“We have to be mindful of our services to be rated as passed under the said Act, our services should be timely, responsive and cost efficient on the part of the government and the customer,” said ARED Manaligod emphasizing the delivery of an improved processing and issuance of patents, clearances, and permits.
 
He also reminded the participants to observe regulatory requirements and provide the customers the best advise that are within the bounds of the ENR rules and regulations.
 
“This activity is very timely given that we are currently putting the Anti-Red Tape Act’s provision into practice and do streamlining measures to satisfy our customers in the number of days of approval of our land documents,” said ARED for Technical Services Marcos Dacanay in his message.
 
The Learning service providers both from the DENR and Land Management Bureau are expected to equip the participants knowledge in investigation report preparation, screening, processing and evaluation for recommendation on approval of various tenure applications.
 
Existing policies, laws, rules and regulations on forest utilization, water resource utilization, wildlife resource permitting, land disposition, and appraisal or reappraisal of management of foreshore areas are being discussed.
 
The event also intends to develop the technical writing skills and completed staff work competency of the participants.#
