PROGRAM AND POLICY REVIEW. Members of the expanded executive committee of DENR Region 2 participate in the face-to-face and virtual meeting held on Aug.12.

Undersecretary Jim O. Sampulna of the Field Operations, Enforcement and Muslim Affairs who graced the meeting reminded the key officials to strictly implement the 10-point agenda of Secretary Roy A. Cimatu and to support the new regional leadership. He also emphasized that character is the foremost consideration in the employee selection and promotion.
 
The top official reiterated the order of the national environment chief for “one DENR” pursuant to DENR Administrative Order No. 2018-18 establishing a centralized management and coordinative mechanism at the regional offices of DENR, Mines and Geosciences Bureau and Environmental Management Bureau.
 
Regional Executive Director Gwendolyn C. Bambalan said the execom meeting is pursuant to a directive from the Central Office to regularly meet and discuss program implementation, and review compliance with previous instructions and agreements. She reiterated the order of USec Sampulna to evaluate the implementation of the RIVERS for LIFE or the DENR’s Recognizing Individuals/Institutions towards Vibrant and Enhanced River.
 
Director Bambalan discussed DAO 2018-18 to guide the PENROs and CENROs in the implementation of EMB and MGB programs in their areas of jurisdiction.
 
The regional DENR chief also reminded the field officials to ensure observance of health and safety protocol and to temporarily restricts face-to-face transactions with clients.
 
In the meeting, Engr. Eliseo D. Mabasa discussed the general measures to be adopted under the new normal for land management and administration services issued by Undersecretary Ernesto D. Adobo Jr. He said the DENR will “speed up and maximize the use of the Land Administration Management Services and other modern technologies toward online transactions, processing, and delivery of survey and titling services.”
 
The Guidelines on the Grant of the Performance-based Bonus for Fiscal Year 2020 was presented by Assistant Regional Director for Management Services Lilia dL. Abel. The status and inventory of tenure instruments issued by the DENR and the results of the cross validation of the National Greening Program sites were presented by Engr. Mabasa and For. Sanrose M. Pulangco.
 
To improve the performance of the region, Director Bambalan announced the conduct of validation of accomplishments by the team from the regional office. A team will also be created to conduct monitoring of seedling replacement compliance of all permittees issued with tree cutting permits.#
