A new partnership under the Build Back Better initiatives will soon facilitate the delineation and easement recovery of the Cagayan River.
 
Earlier today, the Department of Environment and Natural Resources (DENR) and the Registry of Deeds (ROD) in Region 2 signed a memorandum of agreement (MOA) for the latter’s Geo-Spatial Query Services. The agreement was inked by DENR Regional Executive Director Gwendolyn Bambalan and Registrar of Deeds Alexander Simeon Jr.
 
The ROD, being the sole custodian of land titles and records, shall provide the data or information on land titles that will be required by the DENR. It shall assist the DENR in obtaining any and all Philippine governmental approvals, authorizations, consents and/or permits, which may be required or necessary to enable the DENR to perform its obligations.
 
As agreed, the DENR shall bear all costs and expenses not included in the scope of work of the ROD, and shall provide available data necessary to identify the properties subject of the request of information, among others.
 
“This partnership will aid us in our legal undertakings and in the facilitation of all the documents that will help us exercise due diligence in the easement recovery procedure as one of our major tasks in the Cagayan River Rehabilitation Project,” Director Bambalan said in her message as she pinned her hopes for the “continued efforts in determining and relocating the easement areas which is supposed to be a no-build zone.”
 
She ordered the field officials to work closely with their respective RODs in determining the number of lots and the required number of documents that will be needed in the undertaking.
 
For his part, Atty. Simeon pledged for their full support to the Build Back Better Task Force in the rehabilitation of the Cagayan River.
 
DENR Assistant Regional Director (ARD) Marcos Dacanay who spearheads the survey team said the 20-meter easement along riverbanks will be used by the Department of Public Works and Highways for the structural measures and by the DENR for the vegetative measures for riverbank protection.
 
The virtual signing of the agreement was witnessed by ARD Dacanay, the provincial environment and natural resources officers, and the heads of the RODs in Isabela, Quirino and Nueva Vizcaya.#
