Residents of Diadi and Quezon in Nueva Vizcaya will soon have absolute ownership over the land they occupy following the signing of the memorandum of partnership agreement (MOPA) on land titling by the Department of Environment and Natural Resources (DENR) in Region 2 and the local government units (LGUs).
 
The forging of partnership for the Rapid Land Tenure Appraisal (RLTA) was held on Aug. 27 at the DENR Ecological Park and Training Center in Aritao town by DENR Regional Executive Director Gwendolyn C. Bambalan, Quezon Mayor Dolores B. Binwag and Diadi Mayor Sandy M. Gaton represented by Municipal Environment and Natural Resources Officer (MENRO) Ronaldo E. Domondon.
 
RLTA is a mechanism to expedite issuance of land titles. A barangay profiling activity designed primarily in cities and municipalities covered by cadastral surveys, the RLTA will reveal how many of the remaining untitled lots are available and workable for titling.
 
“In every program we implement, we are into partnership because we believe in shared responsibility and synergy. Kapag may pagtutulungan, mas mapapabilis at mapapaganda ang ating trabaho,” Director Bambalan said in her message.
 
Highlighting the benefits of titling to the LGU and patent holders, Director Bambalan said the land titles will help local government unit generate additional revenue that would improve economic development in the municipality. “This will also provide security of tenure for patent holders to facilitate economic activities because land titles can also be used as collateral for loans,” the DENR regional chief added.
 
Under the MOPA, the DENR shall conduct land titling activities within the territorial jurisdiction of the municipality; and provide technical assistance as well as materials, personnel, documents and data to the LGU. It shall also provide quick response assistance to the municipality in the phases of titling activities and conduct necessary trainings and capacity building for LGU personnel.
 
The LGU shall assign officials and personnel required under the partnership and create necessary committees and teams. It shall also spearhead community mobilization, provide after-titling support to beneficiaries, and support the institutionalization and mainstreaming of land administration and management policies and procedures.
 
In her message, Mayor Binwag committed full support to the land titling program of the DENR. “Napakahalaga po ang pagpapatitulo ng lupa. Magandang legacy po ito na ating maiiwan sa ating mga anak at apo,” the local chief executive said.
For his part, MENRO Domondon expressed gratitude for the DENR-LGU partnership as this will bring government services closer to the community.
 
RLTA is pursuant to the priority program of DENR Secretary Roy A. Cimatu on improved land administration and management.#
