Cagayan's 3rd District Representative Joseph L. Lara has committed full support to expedite land titling in his jurisdiction.
 
"Alam natin kung gaano kahalaga ang pagkakaroon ng lupa lalo na kung ito ay titulado," said Rep. Lara during the closing program of the Cascading Seminar on Systematic Adjudication in Public Land Titling through the Rapid Land Tenure Appraisal (RLTA) held in Amulung town on July 16-17, this year.
 
The solon committed to shoulder all the application fees for land titling in said town.
 
Rep. Lara also thanked DENR Region 2 under the leadership of Regional Executive Director Gwendolyn C. Bambalan for the delineation of public land in his area of jurisdiction.
 
"Madalas ang kulang sa proyekto ng gobyerno kaya hindi nakakarating sa atin ay dahil wala tayong lupa. Now we are grateful we have the DENR with us," he added.
 
Assistant Regional Director for Technical Services Marcos G. Dacanay in return pledged to provide prompt technical assistance to the Local Government Unit of Amulung to ensure success of the partnership in the rapid land titling.
 
Amulung is one of the four additional municipalities in Region 2 where the DENR has partnered for RLTA this year. It has an existing memorandum of partnership with the Department on the titling of alienable and disposable lots.
 
According to Engr. Eliseo D. Mabasa, chief Licenses, Patents and Deeds Division, RLTA serves as the groundwork for the full implementation of DENR Administrative Order 2019-08 which directs all Provincial Environment and Natural Resources (PENR) Offices and Community Environment and Natural Resources (CENR) Offices to accept public land titling applications at the barangay level.
 
For Amulung, 12 enumerators were hired to conduct the ground inventory of land status prior to mass acceptance of land titling applications.
 
"This is what we are waiting for, the security of land tenure. We will be behind you as your active partner on this endeavor," Amulung Mayor Elpidio R. Rendon said.
 
The seminar was also attended by Cagayan PENR Officer Atty. Ismael T. Manaligod, Alcala CENR Officer Ilarde C. Viernes and PENRO Isabela Technical Division Chief Eric. C. Pasion.#
