CAPACITY DEVELOPMENT ON ENR FOR LGUs. In order to develop training modules and training of trainers on Environment and Natural Resources (ENR) devolved programs for local government units (LGUs), the Department of Environment and Natural Resources (DENR) Region 2 has recently conducted Training Needs Assessment (TNA) in Tuguegarao City.
 
The activity is in support of Executive Order No. 138 s. 2021 known as the “Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation of Committee on Devolution, and For Other Purposes”.
 
“The TNA is important in the capacitation of our LGUs,” said DENR Regional Executive Director Gwendolyn Bambalan as she underscored the need to implement the devolution law which as early as 1991 has been mandated already per Republic Act No. 7160.
 
Participants were City and Municipal Environment and Natural Resources Officers of Gonzaga, Baggao, Lal-lo, Alcala, Gattaran, Lasam, Rizal, Sta. Praxedes, Allacapan, Claveria, Tuao, Tuguegarao, Enrile, Peñablanca and Solana, all in Cagayan province.
 
Director Bambalan enjoined the participants to provide their training needs to solve the competency gaps and develop necessary programs in the future.
 
“This is our opportune time to raise our concerns particularly in terms of our capabilities to effectively implement devolved functions,” added the regional environment chief.
 
The devolution of functions to LGUs has provided an opportunity to promote participation, inclusivity, transparency and efficiency in the delivery of public service.
 
Facilitated by DENR Human Resource Development Service -Training and Development Division Chief Wilson Henson and Assisting Professional for Capacity Development Janet Martires, the TNA was highlighted with an open forum, focus group discussion, and TNA workshop.
