PROFESSIONALIZING HUMAN RESOURCE. The top executives of the Department of Environment and Natural Resources (DENR) in Region 2 recently held a series of dialogues with key officials and personnel in Isabela, Nueva Vizcaya and Quirino.
 
In the meeting at the field offices in Isabela province yesterday, Regional Executive Director Gwendolyn Bambalan and Assistant Regional Executive Director Ismael Manaligod discussed the department’s 2022 priority directives, and policies on human resource actions being implemented by the agency.
 
The two officials emphasized that the region is now professionalizing its human resource particularly in the selection and promotion process, and in the renewal of contracts of personnel under contract of services.
 
"I want all of you to be competent and confident. The way to go up is to improve yourself. Integrate yourself and accept challenging tasks," Director Bambalan said.
 
As she urged the field officials to always comply with regulations and the lower ranks to support and execute instructions of the top officials, Director Bambalan underscored that all human resource actions are compliant to DENR policies and the rules prescribed by the Civil Service Commission (CSC).
 
"Understandably, while we implement our programs and projects, we encounter some differences because we have differing values, perspectives and ideologies...But what is important for us to be united are respect and understanding. Respect for everyone and respect to and recognition of existing regulations and policies in the office. The only thing that can unify us in the bureaucracy are the policies and regulations," the DENR Cagayan Valley chief explained.
 
She also made a reminder on the foremost duty of government employees to serve the public with utmost integrity.
 
During the meetings, Assistant Director Manaligod discussed the PRIME-HRM or the Program to Institutionalize Meritocracy and Excellence in Human Resource Management and appealed for support in the assessment to be conducted by the CSC.
He also enumerated the priority targets under the management services to include the improvement of internet connectivity of the field offices and provision of funds for COVID-19 response.
 
Atty. Manaligod also requested the employees to use the proper forum in airing grievances as regards office operations.#
