LOOK: Recognizing the vital role of the local government in environmental management, the Department of Environment and Natural Resources (DENR) and the Environmental Management Bureau (EMB) jointly conducts an online review of environmental laws for the municipal environment and natural resources officers (MENROs) in Region 2.
 
The two-day webinar is an avenue for the discussion of DENR programs and policies to address confusions and to aid the local government units (LGUs) in carrying out their roles and responsibilities in the management of the environment and natural resources in Cagayan Valley.
 
DENR Regional Executive Director Gwendolyn Bambalan said the activity is one way to capacitate the local government pursuant to the Mandanas Ruling and compliant to President Duterte’s Executive Order No. 138 directing the full devolution of certain functions of the executive branch to local governments. The devolution is expected to be implemented next year.
“We have to review the different ENR laws so that when you will finally implement these in your respective provinces, municipalities or cities, you are already equipped with all these regulations,” she emphasized.
 
Stating the department’s mission, the regional environment chief has asked for the support of the LGUs for the DENR to enable the different field offices to mobilize the citizenry in protecting, conserving, and managing the environment and natural resources for the present and future generations.
 
She pinned her hopes that the participation of the MENROs who are the DENR’s counterpart at the LGUs will result to improved service delivery for the betterment of the constituents of Region 2.
 
In the webinar, the DENR will discuss the Administrative Confiscation Proceedings and Tenure Instruments while the EMB will present the Environmental Impact Assessment, Clean Air Act, Clean Water Act, Solid Waste Management Act, and Toxic and Hazardous Waste.
