The Ecosystems Research and Development Sector (ERDS) is in control of all technical researches and the formulation of an integrated research program related to ecosystems and natural resources.

A. ECOSYSTEMS RESEARCH AND DEVELOPMENT DIVISION

  1. Formulates, directs, executes and manages integrated research and development plans and programs on various ecosystems
  2. Develops and recommends approaches based on needed technologies for packaging and transfer toward effective DENR program implementation for the sustainable development of ecosystems
  3. Networks with OGAs, NGOs and international research institutions
  4. Prepares technical, semi-technical and popular papers for possible publication and presentation
  5. Develops and directs collaboration with ERDB and field operation units and regional experimental forest and research stations including field laboratories

1. Forest and Urban Ecosystems Research Section

  1. Prepares and implements Research and Development proposals, studies/projects relevant to the conservation and management of urban, coastal zones and freshwater ecosystems (mangroves, sea grasses, algae beds and coral reefs)
  2. Assists in the evaluation of research proposal on urban, coastal zone and freshwater ecosystems
  3. Coordinates with concerned government agencies relative to the implementation of the coastal, freshwater and urban ecosystems
  4. Prepares monthly, quarterly and annual narrative accomplishment and terminal reports
  5. Prepares and presents technical papers relative to coastal zone, freshwater and urban ecosystems

2. Grassland Degraded and Upland Farm Ecosystems Research Section

  1. Prepares and formulates Research and Development plans/programs for forest, upland and grassland/degraded ecosystems (particularly on Dipterocarp plantation establishment, seed production areas and clonal propagation)
  2. Conducts regionwide technology generation or verification studies under forest, upland and grassland ecosystems
  3. Coordinates proposed sites to research coordinators, OGAs and LGUs on research undertakings within their areas of responsibility
  4. Prepares physical, narrative and terminal reports on a monthly, quarterly and annual basis
  5. Prepares and presents technical papers relative to forest, upland farm, grassland and degraded ecosystems

B. TECHNOLOGY TRANSFER DIVISION
     Formulates and recommends plans and programs, strategies and mechanisms for effective technology transfer and commercialization by harmonizing results from completed researches/studies with present and indigenous practices using multiapproaches and schemes easily appreciated by various ENR clientele groups for adoption thereby creating economic activities to spur development

1. Documentation and Packaging Section

    1. Documents and recommends commercialization of locally acceptable mature technologies supportive to environment and natural resources protection, conservation and management
    2. Compiles and translates relevant and appropriate information and technology in a form, content and language/dialect deemed appropriate for acceptance and adoption of the target clientele focusing on those responsive to poverty reduction, increased ENR productivity and management, conservation and rehabilitation of the environment
    3. Packages technology and information classified as technical, semi-technical and popular reading materials like scientific journals, leaflets, pamphlets, brochures, booklets, etc.

2. Technology Transfer and Utilization Section

  1. Inventories and assesses technology and information needs of various DENR clienteles as inputs to preparation of ENR Plan and Program development
  2. Promotes and disseminates appropriate technology/information through training, lecture series, seminar workshop, hands-on demo and scientific form and TV appearance, radio guesting and billboard and poster production
  3. Facilitates and monitors the adoption of technology and appropriate information practices to the clientele in coordination with LGUs and other stakeholders
  4. Establishes demonstration area as show window of technologies and verifies generated technology in order to incorporate new and relevant data and information to improve or localize existing technology
  5. Assesses social, economic, environmental and ecological impacts of transferred technologies in the lives of community adoptors

 

 

 

 


The Ecosystems Research and Development Service (ERDS) is one of the four sectors of the DENR whose vision is to conduct and implement research, development and extension towards a healthy environment and sustainable natural resources for an improved quality of life. Further, its mission is to provide appropriate technology and information, through research, development and extension towards enhanced productivity and sustainability of natural resources and protection of the environment for the improvement of quality of life of the Filipinos. The ERDS being the research arm of DENR is guided by its RDE Framework Plan (2011-2016) that spells out the general direction and identifies the priority areas or gaps cutting across all Sectoral concerns and issues requiring immediate and preferential attention. It also facilitates dissemination of research information and technology to all possible end-users applying various extension strategies.

To provide appropriate technology and information through research, development and extension towards the enhanced productivity and sustainability of natural resources and protection of the environment for the improvement of the quality of life of the Filipino people.

Mandate:

1. Formulates an integrated research and development program on the region’s ecosystems and natural resources;
2. Conducts research to generate technologies towards sustainable management and use of the region’s ecosystems and natural resources;
3. Translates all recommendable findings into understandable language and presentation; and
4. Disseminates research information and technology to all possible users.

Organizational Structure of the DENR-02 Research Sector

The Regional Technical Director (RTD) heads the Research Sector with two divisions namely the Ecosystems Research and Development Division (ERDD) and Technology Transfer Division (TTD). ERDD conducts/implements researches to generate scientific data, and verifies technology generated. On the other hand, TTD packages and promotes/disseminates matured technologies for adoption/ commercialization. The research areas are also directly under the Office of the RTD. The experimental forests in Magat, Diadi, Nueva Vizcaya and Claveria, Cagayan are being maintained to showcase matured technologies to stakeholders, NGOs, POs, academe and other government agencies (OGA).

Functions of the Ecosystems Research and Development Division (ERDD)

1. Implements Research and Development (R and D) in accordance with the approved work and financial plan (WFP).
2. Prepares and implements R and D programs/projects/studies.
3. Maintains and protects experimental forest and field laboratories.
4. Implements technology verification/validation programs/projects/studies.
5. Establish and maintains technology piloting/field testing and demonstration areas.
6. Serves as field information and technology transfer center.
7. Coordinates R and D activities with appropriate agencies.
8. Extend technical assistance to field unit of the DENR and ENR clienteles.

Functions of the Technology Transfer Division (TTD)

1. Formulates and recommends implementation of regional research information and technology transfer program.
2. Packages results of ENR researches and appropriate information.
3. Facilitates the adoption of mature technologies in cooperation with other regional offices/units and various research institutions.
4. Promotes the marketing of mature technologies on environment and natural resources protection, conservation and management.
5. Develops and manages environmental and natural resources database and the regional information and technology system.
Functions of the Field Personnel in Magat, Cabagan and Claveria
1. Maintains and protects the experimental forest and/or field laboratories.
2. Assists in the collection of R and D field data.
3. Assists in the production and inventory of seedlings.

A. 4. Seed Production Areas Established and Maintained (as of CY 2012) (Established 1992)

The Sector continuously maintained seed production areas (SPAs) that are sources of quality seedsfor the use of DENR nurseries. It has a total area of 15.2ha planted to Large-leaf Mahogany, Gmelina and Dipterocarp species (composed of 11 species with 202 plus trees). The SPAs are located in Magat Experimental Forest in Nueva Vizcaya and Claveria Experimental Forest in Claveria, Cagayan.

A. National Greening Program: NGP-PQPM Implementation

For CY 2012, the Sector has a target of 807,000 for forest species (premium/indigenous) and 316,500 fruit trees totaled to 1,123,500.
Seedling requirements of field offices were bid-out by accredited nursery operations. The Sector spearheaded the post qualification of winning bidders together with representatives from the Administrative, Legal, and Finance Division and RBAC representative.

A. 7. Operationalization of Clonal Nurseries

The DENR-ERDS Clonal Nursery at RBB-NWPC started operating last January 2012. The nursery with an area of 352 m2 has an annual production capacity of 41,616 clones in three cycles. The Clonal Nursery in Diadi, Nueva Vizcaya has annual production capacity of 50,000 clones.

The two nurseries will cater the seedling requirements of PENRO Cagayan, Isabela, Quirino, and Nueva Vizcaya.

A. RBB- NPWC Clonal Nursery, Carig Sur, Tuguegarao City

    a. Laboratory/Processing Area/Working Area – 70 m2

2. Hedge garden – propagated by seeds (20 species) with 811 stock plants; established last 2011

a. water storage and pump area with 1,000 li capacity and 1 horsepower (for further upgrading)

b. Mist System with an area of 30 m2; 11,200 capacity per cycle (needs additional insulation to reduce hot temperature build-up inside the building)
c. Non-mist System with an area of 12 m2; 2,700 capacity per cycle
d. Hardening area with an area of 192 m2; 14,500 capacity; an additional 200 m2 was also constructed using local construction materials like bamboo and cogon (needs further additional space for expansion using open misting systems for efficient plant growth)

For 2012, an amount of Php3.5M was downloaded for the identified SUC for Region 2 - the Isabela State University in Cabagan. The design of Clonal Nursery at RBB-NWPC, Carig Sur inTuguegarao will be adopted for this purpose.
