Management of Scholarship Program

Training program invitations are referred to the different Sectors and concerned offices for them to identify and nominate personnel from their sector or office.

These training programs are also disseminated to the agency’s field offices for the information of interested employees. From January to June this year, a total of twenty three (23) training program invitations were received and properly disseminated by the Section.

 

Promotion of Health Care

One of the interventions to further the functionality of the HRDS is the health care program for all personnel of the department. For the first semester, two issues of HRD Health Updates were produced and distributed to increase awareness and to attain wider dissemination of information.

 

Endorsement of Benefit Claims (MOWELFund)

The HRD Section assists personnel in the processing of claims for assistance from the Morale and Welfare Foundation (MOWELFund). This is in line with its trust to work for the benefits and welfare of the DENR R-2 personnel.

 

Management of On-the-Job Training (OJT)

With the issuance of DENR Administrative Order No. 2006-14 dated October 16, 2006, the Section keep on giving assistance to practicum students. Prior to the deployment of OJT students, the Section conducts orientation where they are also briefed of the mandate, vision, mission, organizational structure and office rules and regulations.

A total of forty (40) students from the University of Cagayan Valley (UCV), Cagayan State University (CSU) Tuguegarao and Aparri Campus and the International School of Asia and the Pacific (ISAP) were accepted to undergo On-the-Job Training in the office.

 

Production of HRD Updates

The Section regularly produce and circularize a mini– publication, the HRD Updates, This is published semi– annual to apprise agency personnel and other concerned offices on the latest events along human development.

 

OTHER KEY RESULT AREA

There are also other interventions and activities being undertaken by the HRD Section aside from its regular functions.

 

Maintenance of Conference Halls

The Section continues to properly maintain the cleanliness and orderliness of Narra and Narek Halls which are both located at the fourth level. Staff of the Section automatically prepare the halls for scheduled activities as it caters not only to DENR related activities but also to those of partner agencies. For this semester, there were already twenty-five (25) activities conducted.

 

Care and Maintenance of the DENR Hostel

This is another activity being undertaken by the Section. From time to time, staff do general cleaning to ensure its cleanliness and orderliness for the convenience of visitors/guests. Copies of hotel guidelines are also distributed to all offices to serve as their guide anytime they have visitors to check in.

 

Middle Managers attend Protocol Training

The Human Resource Development Section (HRDS) conducted training on office protocol on April 12-13, 2012 for middle managers specifically to generate excellent delivery of services to various clientele and stakeholders with public work ethics. Government employees deal with various kinds of clientele in the performance of their official functions.

Accredited and competent Lecturers were invited to share their knowledge and expertise in Protocol. Police Superintendent Atty. Roman C. Arugay, Training Manager, Regional Special Training Unit, Philippine National Police, Regional Command No. 2 discussed the relevance of Protocol, Order of Precedence and Protocol of the Philippine Flag. Ferdinand Urata, Legal Officer, DENR R-02 briefed the participants on Ethics in Public Service, Duties of Public Officials and Employees as provided for under R.A. 6713 and the DENR Code of Conduct while Ms. Monserrat Martinez de Ubago, a proficient Lecturer, talk on Etiquette, Social Graces, Dress Code and the Art of Conversation.

It is expected that the various topics discussed during the two-day training gave the middle managers the expected knowledge, skills and attitudes in effectively communicating various concerns of the department.
